At present, identification of ingredients for cosmetics relies upon voluntary disclosure by manufacturers to the FDA. Labelling of cosmetics is subject to provisions of the Food, Drug and Cosmetic (FD&C) Act and the Fair Packaging and Labelling Act. The Act requires that ingredients in cosmetics be listed in discending order of quantitiy; Fragrances, unless voluntarily disclosed by the manufacturer, must only be listed as "fragrance". There is no requirement that the specific content of a fragrance be disclose.

Eco–Nature Care™ follows EU Directive 76 in terms of fragrances because we believe consumers should know what is in your bottle. Recently, the European Union (EU) designated 26 fragrance allergens as requiring labeling on cosmetic and detergent products.

This labeling must occur if the concentration of the designated ingredient exceeds 100 parts per million (ppm) for a rinse–off product and 10 ppm for a leave–on product. International Nomenclature of Cosmetic Ingredients (INCI) names must be used.
